The Death case of My Elder Brother

I, Yussuf Ali Boorre, a brother of a victim hereby kindly address my request to the below mentioned actors about the above title, and It seems that the case of my brother is taking longer than usual, and AMISOM told me that they will give me feedback soon after investigation but I am still waiting for the feedback from them.

I would kindly request from the AMISOM to make faster for its investigation of the case of my brother as the court already concluded the case and ruled its judgment.
I would also kindly request from the Human rights actors to go through my case and pressurize AMISOM to accelerate their investigation and also make AMISOM to accept the court’s verdict over the case of my Brother.
Case Description:
Sub: Killing of OMAR AI BOORE by AMISON Forces in Lower Shebelle Region of Somalia.
On 1st October 2015, AMISOM Forces killed the above mentioned innocent Civilian man of 65 years in age in Eel Wareegow Village during the Victim was looking after herds of goats near the Main road of the Village.
Eel Wareegow Village: is a village locates in between KM-50 and Shalanbood and also it is 80KM South of Mogadishu. The main road of Mogadishu to Shalanbood bisects the Village.
Case Narration:
The case came after AMISOM convoys were targeted with roadside bomb rooted by AL- SHABAB in the road who then escaped from the AMISOM’s sight in the scene after the explosion, but fortunately, the running perpetrator immediately come across the SNA staying in a near place at the same time being alerted by the explosion, Thereafter, the perpetrator tried to escape by defending himself with pistol, but, he was shot dead by the SNA. The perpetrator’s dead body, his pistol, Mobile and some other explosive devices found with were taken to the AMISOM base at BUUFOW BACAAD to show that the person behind the explosion was killed in the same near place, and AMISOM got satisfied over the issue.
After the explosion, AMISOM forces took the man (victim) from a near place where he was looking after his goats, brought the man to the center of the road, tortured him badly and fired to death with eight bullets on his body. The relatives of the deceased including brothers heard the issue after one hour, and went the site, took the body to his home in Eel-Wareegow and buried the body within the night because of the body was changing hours after hours due to the severe wounds it had.
Brief history of the Victim:
Omar Ali Boorre was one of the residents in the Village Called Eal-Wareegow in the lower Shebelle Region, and was one of the Community elders being highly esteemed in that location. his mainly occupation was farming, particular, crop growing and keeping goats because he had some hectors of farms which were laying in SGAROLE Location which is a location next to his residence area, at the same time he was traditional healer well-known in the area.
Omar had left behind two offspring and a wife, and, finally the life of Omar in this world was brought to an end by AMISOM forces at the age of 65 years on 1st October 2015 at 4:20pm while he was looking after his goats in a grazing area near to the main road.
Case evolution
- On second of October 2015, the Village Committees (Victim residence) sent a letter to their clan-sultan called (Sultan Ahmed Sultan Mohamed) by informing him the death of one of their Village members and also requesting to intervene the issue. The letter is
After four days of the incident, a junior brother of the deceased person called Yussuf Ali Boorre has started looking for the rights of his deceased brother from the ARMISOM.
- On 5th October 2015, Yussuf (a brother of the Victim) travelled to CEEL-JAALE location where AMISOM had its main military base in the region and met with the base commanders at that time who used to be called their name: Coronel BRONE, Coronel AMOLE and Captain Robert and their phone reachable number was this…+252612145839 and yussuf related to them the whole issue, and they told him to come back after three days for the death issue of his
After three days, Yussuf got back to the CEEL-JAALE to meet again the commanders who had given him an appointment to come back for further details of the deceased brother. So, in the meeting, the commanders told him that there was nothing they could do about that case because of that person got died in an operation.
- 26th October 2015, the Clan sultan, Sultan Ahmed Sultan Mohamed wrote a letter to the Human right Organizations, particular, UNSOM Human Rights Office in responding to the letter from the Village Committee by requesting the UNSOM Office to take its own responsibility in this case. After it seemed that the case was getting nowhere and longer, Yussuf was advised by the human right actors of the lower Shebelle region to seek help from the Somali judiciary system about the death of his brother.
- 8th November 2016, Yusuf went to AMISOM in HALANE Compound to document the case and the case was documented by Mohamed Gulled with phone number#+252618006512 and this is the case number 137. The filled form is attached
- On 12th December 2015, Yussuf wrote a letter to the attorney General office and requesting for intervention about the issue, and the office of the attorney general
documented the case in its office and advised Yussuf also to file the case in the Lower Shebelle Court. The letter to the attorney general is attached.
- On 2nd August 2016, Yussuf wrote a request letter to the Lower Shebelle Court in Mogadishu and filled the case. The request letter wrote to the court is
- On 4th October 2016, the Judge of the Lower Shebelle Court has issued a letter to inform the case and call the AMISOM Commanders based in HALANE to participate the hearing sessions and the proceeding of the case against AMISOM and the letter was giving AMISOM for 15 days from 9th October 2016 to respond and attend. The issued letter by the judge is
- On 12th October 2016, the issued letter by the Judge was delivered to the AMISOM Office in HALANE Compound and it was received by the Commander called CIMIC with Phone Number: +252617979401.
- On 19th November 2016, the court allowed to precede the case hearing after the AMISOM failed to attend the case in the court against The letter issued by the judge to proceed the case is attached.
- 21st December 2016, the court ruled in its judgment over the Case and confirmed the AMISOM to be the murderer of OMAR ALI BOORRE and ordered AMISOM to pay the compensation of the deceased person by paying an estimated amount of $8000 to the Claimant who is Yussuf Ali Boorre, the brother of the deceased who was responsible on behave of the Children left by the deceased person.
